Paper manufacturing was always horrendously noisy and whilst some companies took steps to protect their employees hearing by providing hearing protection many companies took either no steps or inadequate measures.
Employers where required to provide hearing protection after 1963 to all employees who worked in areas where noise level exceeded on average 90 dB. Many workers were exposed to levels of noise exceeding safe limits for decades and it was only in the 1990 ‘s that many of the companies took measures to ensure the hearing equipment was provided and their employees were trained how to wear it effectively.
